As I suspected, you do not add ad code for blogspot.com so that is why the widget won't work.
Blogspot com blogs can only apply from the Blogger dashboard. and only when the Earnings tab is activated.
And with only one indexed post, on a new blog, and with no original content at all, the earnings tab was NOT activated, and the blog won't be reviewed by Adsense .
Adsense would expect to see some visitors from search engines, and with only one indexed, short post, there is none at all.
When the earnings tab in the Blogger dashboard is activated, you follow that process and
Adsense puts in the code for you then you wait for a review, up to 6 weeks.
